Requirements for New Business Permit Application
Location Documentation
Location plan or sketch clearly showing where business is located and photo of establishment's facade.
Proof of Registration
Proof of Registration issued by:
- SEC for all kinds of Corporation
- DTI for Sole Proprietor
- CDA for Cooperatives
Proof of Right over use of Property
As business location:
- If owned: Proof of ownership (Transfer Certificate of Title/Tax Declaration or RPT Receipt of Payment)
- If not owned: Lease Contract/Memorandum of Agreement or written Consent of Owner with Affidavit of No Rental
Safety Certificates
Certificate of Occupancy or Fire Safety Inspection Certificate (FSIC) for Occupancy.

As per Regulation Ordinance No. 2023-085
How to Create an Application
Access the Portal
Go to the online portal link https://bpbc.ibpls.com/cityofiloiloiloilo/login
Click Business Permit
Input your username and password, then click Login
Option: You can use your Google Account to login
Start Application
- Click Business Permit
- Click +New Application
Application Type
- Choose Type of Application: Select New or Renewal
- Choose Mode of Payment: Annual, Bi-Annual or Quarterly
- For Renewal, search for an existing business using the Business Identification No. (BIN)
Tax Year & Barangay Clearance
- Enter Tax Year (current year)
- Tick the box to generate a Barangay Clearance, or leave it unticked if you already have one from the Barangay
Input Business Information
Complete all required information:
- Business Information and Registration, click Next
- Business Operation, click Next
- Line of Business, click Next
- Input the amount of Annual Gross Sales/Receipt of the preceding year for every line of business
Upload Documentary Requirements
- Select Requirements Name
- Click Choose File, then click Upload
- Only PDF and JPG file formats are suggested (maximum 10MB file size)
Submit Application
- Review all information in the Summary section
- Click Submit
- If not ready for submission, click Save as Draft
