Message

Our Compelling aim in coming out with the Iloilo City Citizen’s Charter is to further improve the quality of public services we give to our people. This Charter will let the people know the mandates of the Iloilo City Government in general and its service departments in particular.

The Charter will also explain how our people can get in touch with their officials, what to expect by way of services and how to seek remedy if something goes wrong. Although the Citizen’s Charter does not provide and create legal rights, it will help enforce the people’s rights.

We based the Iloilo City Citizen’s Charter on the concept of citizen rights and our obligations as public servants. Thus, this Charter is the expression of an understanding between citizens and the City Government with the respect to the quantity and quality of services our people receive for their taxes.

As public services are funded by the citizens. either directly or indirectly through taxes, they have the right to expect a particular quality of service that is responsive to their needs and is provided efficiently at a reasonable cost. This Charter is a written, voluntary declaration by the City Government about service standards, choice accessibility, non-discrimination, transparency, and accountability.

We feel the Charter is in accordance with the expectations of our citizens. The Charter is also a useful way of defining for the customers the nature of service provision and explicit standards of service delivery. The City Government came out with it so that citizens and civil society are aware of their rights and the services they are entitled to.

Finally, we issued this Charter to help change the mindset of our officials and employees from someone with power over the public to someone with the right sense of duty in spending the public funds and providing citizens with necessary services.

A uniform pattern on every service. It is a tool kit of initiatives and ideas to raise the level of standards and service delivery and increase public participation in the most appropriate way.

I’m confident this Citizen’s Charter will serve as an effective tool to ensure transparency and accountability in the Iloilo City Government. I plan to implement this with vigor to help us deliver good governance and make our various service departments more rapidly responsive to the needs of our people.
